New York State imposes a congestion surcharge for some taxis and for-hire vehicles for trips that:

  • Both begin and end in NY State, and
  • Begin in, end in, or pass through Manhattan south of, but not including, 96th Street (the congestion zone)

This surcharge is separate from the Congestion Pricing toll charged for entering the Congestion Relief Zone in Manhattan.

The surcharge applies to:

  • Taxis
  • Green cabs
  • Limousines
  • Black cars
  • Livery vehicles (also known as community cars)
  • Rideshare or transportation network company vehicles
  • Pool vehicles

The surcharge does not apply to:

  • Transportation in connection with funerals
  • Buses
  • Ambulances and ambulettes
  • MTA transportation

In general, the surcharge is:

  • $2.50 per trip in a medallion taxicab vehicle
  • $2.75 per trip in a for-hire vehicle that is not a medallion taxicab or a pool vehicle
  • 75 cents per pool trip

This amount must be passed through to passengers and reported separately on any receipt given to the passenger.   

Liability for the surcharge (responsibility for collecting, paying, and filing returns with the State) depends on the type of vehicle.
