The Street Conditions Observation Unit Team (SCOUT) program identifies major quality of life issues throughout the five boroughs. It aims to improve neighborhoods and make government more responsive.
Teams from various agencies drive three-wheeled scooters and look for problems. These inspectors travel every city street once a month. They use GPS-enabled, hand-held devices to report the conditions they find. They make reports to 311, and 311 sends them to the appropriate agency for action.
SCOUT inspectors look for specific types of quality of life conditions, including:
- Potholes
- Sinkholes
- Open fire hydrants
- Missing and damaged street signs
- Abandoned vehicles without license plates
- Litter

SCOUT inspectors cannot accept quality of life complaints directly. You can file complaints with NYC311.
