The Basement Apartment Conversion Pilot Program (BACPP) was a program for homeowners in Brooklyn's Community District 5. The program's goal was to create more legal, safe housing. Eligible homeowners could receive loans to convert their basements or cellars into apartments.

These units had to be:

  • Safe
  • Legal
  • Available for rent

These loans were either low-interest or no-interest. In some instances, they were forgivable.

To be eligible, the building had to be:

  • A 1-3 family building
  • Located in Brooklyn's Community District 5, which includes East New York or Cypress Hills neighborhoods

Applications are no longer being considered.
