Due to the local state of emergency, a travel ban will begin at 9 PM on Sunday, February 22 and end at 12 PM on Monday, February 23.

During the travel ban, New York City streets, highways, bridges, and tunnels will be closed for vehicles, including but not limited to commercial trucks, electric bicycles, scooters, and mopeds. 

There are some exemptions to this travel ban.

Exemptions

The following vehicles may operate on City streets, highways, bridges, and tunnels while the local state of emergency remains in effect: 

• Metropolitan Transportation Authority buses, Access-a-Ride vehicles, and other vehicles used for the purposes of responding to this emergency or other urgent needs by any federal, state or local government agency or any contractor of such agency

• Vehicles used by any private agency, organization or group organized and functioning for the purpose of providing fire, medical, ambulance, rescue, housing, food or other services directed toward relieving human suffering, injury or loss of life, or damage to property as a result of an emergency, including non-profit and governmentally-supported organizations

• Vehicles used to deliver food, medical supplies, or fuel

• Vehicles used by utility companies to perform emergency repairs

• Vehicles used to transport persons to and from their places of employment in:
  • Federal, state, or local government offices
  • Medical facilities
  • Pharmacies
  • Grocery stores (including all food and beverage stores)
  • Convenience stores
  • Gas stations
  • Laundromats
  • News media
  • Food, beverage, and hospitality establishments
  • Hotels and other places of accommodation
  • Hardware stores

• Vehicles used to transport persons to hospitals or other medical facilities for medical care

• Vehicles used to transport persons to federal, state, or local court facilities for legal proceedings

• Any other vehicles, including for hire vehicles, used to transport persons employed to perform any of the services described in this section to and from their places of employment

• Other vehicles authorized by the City

City, State, and Federal government offices, facilities, and service centers may also be impacted by snowstorms, including:

• Board of Elections offices and poll sites
• Department of Motor Vehicles
• Post offices and mail delivery

City Agency Offices

City offices will be closed for in-person services on Monday, February 23.

Courts and Eviction Proceedings

Courthouses in New York City will be closed on Monday, February 23, except for emergency applications. On Monday:

• Criminal Court arraignment parts will open at 2 PM within the five boroughs of New York City only.
• NYC Family Court emergency applications will be heard in Criminal Court.
• For Emergency applications in Supreme Court civil cases, call (800) 430-8457, or email emergency@nycourts.gov.

Jurors should not report.

No evictions will be conducted between February 23 and February 27. No defaults will be taken. If you are unable to appear for a scheduled court date, your matter will be rescheduled, and you will be notified of the new date.

DOF Business Centers

All Department of Finance (DOF) Business Centers will be closed Monday, February 23.

HRA Benefits Access Centers

All public-facing benefits access locations of the NYC Department of Social Services and the Human Resources Administration (HRA) will be closed on Monday, February 23. You can still apply for benefits from home through Access HRA. You can also call to complete your interview by phone.

OATH Offices

Office of Administrative Trials and Hearings (OATH) office locations will be closed to the public on Monday, February 23.

All pre-scheduled remote hearings will go forward as planned.

Older Adult Centers

Older adult centers will be closed on Monday, February 23.

Public Libraries

All public libraries will be closed on Monday, February 23.

Alternate Side Parking (ASP) is suspended on Monday, February 23 due to snow. Meters will remain in effect.

To keep our City running, snow must be removed from streets, sidewalks, and curb cuts after it has finished falling. This is important for all New Yorkers, particularly seniors and individuals who have disabilities.

Sidewalks

Property owners must clear snow from their sidewalks, creating a pathway at least 4 feet wide to accommodate individuals using wheelchairs and other mobility devices. Corner property owners/managers should clear a path to the crosswalk, including any pedestrian ramps.

The City does not clean or remove snow or ice from sidewalks in front of residential or commercial property. The City does not provide direct assistance to residents in need of snow shoveling assistance.

Roadways

You can file a Snow or Ice on Street or Highway complaint. When a storm operation is underway, these complaints are used to monitor the storm and there is no response to individual plowing or spreading requests. After the storm operation ends, individual complaints will receive a response.

Pedestrian Features

The City hires emergency snow laborers to help clear snow from pedestrian features once all streets have been cleared.

Pedestrian features include:

• Crosswalks along major commercial streets
• Streets in front of bus stops
• Pedestrian medians
• Overpasses and underpasses

This effort takes time because it requires manual labor. There is no guarantee that every pedestrian feature will be cleared.

Buildings and Construction Sites

New York City property owners and construction site managers are responsible for securing their properties from hazardous conditions, including melting or falling ice and snow.

Subways, Buses, and Railroads

Citi Bike

Due to severe weather conditions, Citi Bike service will end at 8 PM on Sunday, February 22. The system will reopen as soon as the weather permits.

Trash, recycling, and compost collections will be delayed due to snow from Monday, February 23 through Wednesday, February 25.

Department of Sanitation is prioritizing trash and compost pickup. Continue to place those items curbside according to your normal schedule. If Monday is your recycling collection day, please hold that material inside for the following week if you are able.

For the small number of New Yorkers who receive collection from alleyways, alley service is suspended this week and material should be placed curbside.

If your items are not picked up on your scheduled collection day, you may leave them out. If they are covered in snow, please dig them out to allow for collection. Missed collection complaints will not be accepted until collections are fully restored to the regular schedule.
